On 23 October 2025, the inauguration ceremony of the International Institute of Online Education (IIOE) Singapore Training Centre, jointly established by the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI) and the International Leading Education Alliance (ILEA), was held at the American Club in Singapore.

Distinguished guests attending the ceremony included Mr Jin Li, Director of UNESCO-ICHEI; Mr Sit Fung, Assistant Director & Chief of IIOE Management Centre at UNESCO-ICHEI; Ms Joyce Lye, Chairperson of ILEA; Dr Swee Yong Peng, Council Member of ILEA; and Prof. Ang Hak Seng, Council Member of ILEA. Dr Eric Wu, International Education Consultant, UNESCO-ICHEI, President of ILEA sent a congratulatory message to warmly celebrate the establishment of the new centre.

In his speech at the ceremony, Director Jin Li stated that the IIOE Singapore Training Centre will serve as a key hub for the “HLCC Healthy Lifestyle Coach Certification” program in the Asia-Pacific region and beyond. The centre aims to bring together the collective strengths of education, industry, research, and government to transform educational achievements into real industrial momentum, create new employment opportunities, and expand the scope of international cooperation. Through the establishment of the IIOE Singapore Training Centre, IIOE seeks to integrate the twin pillars of education and vocational competencies, promote green development and healthy lifestyle principles from the classroom to society, turn vision into practice, and ultimately establish globally influential standards and models for sustainable development.

Director Jin Li reviewed the development of IIOE since its establishment in 2019, noting that UNESCO-ICHEI has built an influential ecosystem through collaborations with universities and enterprises across Asia, Africa, Latin America, and other regions. He emphasised that Singapore, with its open and innovative educational environment, provides fertile ground for regional cooperation. He foresees that the IIOE Singapore Training Centre will serve as a key platform to harness the power of digital education, foster the deep integration of healthy lifestyle principles with green development goals, and leverage Singapore’s forward-looking technological ecosystem to drive innovation in emerging technologies.

At the ceremony, Ms Joyce Lye, Chairperson of ILEA, stated that ILEA will work hand in hand with UNESCO-ICHEI to advance cooperation through the IIOE Singapore Training Centre in areas such as healthy lifestyle education and digital course development, promoting educational innovation and the well-being of humanity.

In September 2025, UNESCO-ICHEI and the Singapore Nutrition and Dietetics Association (SNDA) jointly launched the HLCC Healthy Lifestyle Coach Certification programme.  The initiative aims to promote cross-national collaboration in researching and advancing adaptable standards for healthy living while building a scientific and inclusive framework for healthy lifestyle assessment and certification, and enhancing global public health literacy through authoritative certification provided by the IIOE platform.

In this context, UNESCO-ICHEI established the IIOE Singapore Training Centre in partnership with ILEA in October 2025. The centre is responsible for implementing, examining, and promoting certification and training programs in key health domains, including cognition , emotion management, exercise, sleep, and new nutrition,  with the goal of cultivating professional talent in the global health sector. The HLCC Certification Framework, powered by the IIOE multilingual AI learning platform, offers standardised and replicable course resources that are internationally recognised and employment-oriented. It is committed to fostering the integration of education and public health worldwide, injecting new momentum into achieving the United Nations Sustainable Development Goals — SDG 3: Good Health and Well-being and SDG 4: Quality Education.

The ILEA, established on 28 August 2025, is a non-profit international education organisation headquartered in Singapore. Bringing together institutes of higher education, academic experts, and industry professionals from around the world, ILEA is dedicated to advancing cutting-edge educational development and promoting the well-being of humanity.

Currently, ILEA is focused on developing and promoting the HLCC Healthy Lifestyle Coach Certification training and certification standards, to foster greater professionalism and global alignment in healthy lifestyle education.
